Agricultural Technology Management Agency (ATMA), Chittoor is focal point for Integrative Research and Extension activities and it is responsible for Technology Dissemination at District level duly having linkages with all Line Departments, Research Organisations, NGOs and Agencies associated with Agriculture Development. 

However, it was felt necessary to support these activities by giving wider publicity to the project activities through different print and electronic media available in the District.

In this connection, a One Day State level Workshop on Media support to National Agricultural Technology Project (NATP) – ATMA was organized on 8-10-2002 at Tirupati, Chittoor Dist. to all Media and Print persons duly involving all the line departments of Agriculture and Research Institutes.

INAUGURAL SESSION

            The media support to NATP-ATMA Workshop was Inaugurated by Sri S.Chandramohan Reddy, Hon’ble Minister for Information and Public Relations on 8-10-2002 at Bhimas Residency Hotel, Tirupati.  

            The Project Director, ATMA, Chittoor Sri S.Rajasekhar Naidu welcomed the dignitaries and participants. He explained the aims and objectives of the ATMA and also the importance of the Media Support Workshop.            

            The District Collector & Chairman, ATMA Sri P.V.Satyanarayana Murthy, I.A.S., said that the Govt. of India has started the ATMAs to bring co-ordination and integrated approach among various Line Departments of Agriculture. He also explained the present status and progress of the Project in Chittoor District. 

            Dr. N.S.Ingale, Joint Director, DOE, Ministry of Agriuclture, Govt. of India said that Union Govt. has constituted ATMAs for the benefit of farmers in 28 Districts spread over 7 states. As the project is getting a new shape, the support of Media is very much essential for giving awareness about the concept and activities which are helpful to the farming community.

            Sri I.Venkat Rao, Chairman, A.P>Press Academy, who is a special invitee for the Workshop said that farmers should adopt latest technologies for the good returns for which media will always support to give the timely information. He also suggested that the Officers / Scientists have to give the information about the technologies to the media for publication.  

            Dr. V.Sundara Naidu, Member, Board of Management, Achrya N.G.Ranga Agricultural University, said that all the print and electronic media should allot a minimum space / time for farm activities.  

            Dr.V.Narayana Rao, Editor, Annadatha said that it is a right time to have a workshop like media support to farm activities as new technologies and innovations are being implemented in farm sector. Both media persons and Officers concerned should have a regular interaction, so that timely information should reach to the farmer. 

            Sri.S.Chandramohan Reddy, Hon’ble Minister for Information and Public Relations who is chef guest for the workshop appreciated the ATMA, Chittoor for organizing the Workshop which really helps to bridge the gap between Media and Officers for effective publication of farm activities. He said that A.P. Govt. is already popularizing the farm activities through KU-Band and Theja T.V. It is more appropriate occasion to the Agricultural Extension Agencies to reach out the farmers and to provide them all necessary information to make best use of the situation, for which the media should play a major role. He also said that, the state Govt. has been imparting training to farmers through Rythu-Clubs for which Rs.150 Crores was allotted through Rythu-Bandu Scheme for the welfare of farmers.

TECHNICAL SESSION

            Media support to NATP – ATMA – Role of Media in the Agriculture and allied activities was discussed and eminent Journalists from the Print & Electronic media are actively participated and expressed their views in the sessions.

Dr.Vasireddi Narayana Rao,       Editor,  Annadatha Magazine :

            Dr.Narayana Rao came all the way from Hyderabad and participated in the workshop. He said that news papers and Magazines places an important role in the development of Agriculture activities. He said that new type of Pests & Diseases are making damage to the farmers and it is the primary duty of the press to give relevant information to the farming community from time to time. The success stories and the experiences of the farmers may be documented and published in the media, so that it will create awareness and encouragement to the other farmers to adopt new technologies. It is necessary to spare some place for the Question & Answers column, so that the farmer can get his answer from the expert & Eminent Scientists.

            He also said that, the new technologies and the new varieties released by the universities may reach to the farmers through Electronic & Print media also by way of printing of Pamphlet, Posters, Small Books. He also felt that the market information about the Agriculture produce may also be reached timely through print media. This type of conducting seminar will also helps the media persons to understand the importance of Agriculture activities.

            He said that media plays an important role in transfer of technology from Lab to Land.  Electronic media is also giving latest information to the farming community. He also felt that to have more awareness to the rural news correspondents, study tours / trainings may be conducted to them. Still there is lot of scope for the officers to give time-to-time information / advice to the farmers through the Electronic & Print media.

Sri.M.A.Nazeer,       Edition In-Charge,    “Vaartha” :

            He said that the officials have to give the information relating to the farming community in a simple and common language so that the farmer can easily understand and adopt the techniques. He said the Newspapers will act like a bridge between the Department Officials and Farmers. Some of the Newspapers are already allotted some space / column for the Agriculture and allied activities, hence all the officers can utilize the opportunity and send the messages through the correspondents or directly to the editor.

Sri. K.Nethaji,      Bureau Chief,   “Prajasakthi” :

            He said that, it is necessary to create awareness to the farmers through study tours and also by conducting demonstration plots, it is also important to educate the farmers to decrease the cost of cultivation and to increase the production. He also said that, some of the officers are not giving the press note in full shape, there by making the News papers to print incomplete News, which ultimately leads to confusion. He felt that, ‘ATMA’ plays an important role in technology dissemination in the district.

Sri.T.Bhavanarayana,          Chief Editor, “Theja / Gemini TV” :

            He said that farmers have to take all preventive steps in control of Pests & Diseases. He said that the media has to given more focus on Agriculture allied activities and also on success stories, so that other farmers will be motivated. “ATMA” has to give more thrust to bring the success stories to the farmers through the print and electronic media. Government may also give more co-operation to the media for bringing of the News items relating to the farming community.

Sri.C.Rajasekhar Reddy,        Chief Editor,    Siti Cable, Tirupati :

            He said that the new technologies may be pre-tested by the universities before releasing to the farmers. The relevant and adoptable technology that suits to the local conditions may be popularized. Since the farmer holdings in the country are very small, the Agriculture mechanization is not taken up as in the western countries. He said that it is necessary to educate the farmers to take up the crops based on soil conditions, and market situation and make the farming a profitable one. Lot of information on agriculture and allies schemes is now available in the market and it is necessary to the farmers to choose the correct one.

Sri.D.Bakthavachalam,      UNI Correspondent, Tirupati :

            He said the training may be given to the correspondent on the Agriculture & allied activities so that they can gain some technical knowledge and it will help them to give correct and appropriate news to the farming community. He said as ATMA controls the Paramathma, like wise, the “ATMA” is working duly co-ordinating with all the line departments and is working to help the farmers. The officers at mandal level may have more co-ordination with the correspondents and give the latest information, New Technologies, New Innovations to the farming community from time to time through the Media.

Sri U.V.S.R.Anjaneyulu, Director, Dordarshan, Tirupati :

            He said that Doordarshan has allotted particular time for publishing Agricultural Activities. The programmes Co-ordinators are basically non-technical people and hence the importance for the items may not be specially known. Recruitment for the technical information post may be filled with technical staff, so that message to farmers may be reached timely and technically.

Sri.A.Malleswara Rao,     Programme Executive, All India Radio, Tirupati :

            He said that the All India Radio is giving Agriculture information very cheaply to the farming community. Till today most of the rural people are getting information through Radio only. 98% of the farming community is using Radio as their source for Agriculture and allies activities information.

            ATMA can purchase FM Band radio sets and give to the farmers clubs, so that the climatic conditions, Pests & Diseases information will reach to the farmers with less cost and this opportunity may be utilized by the ATMA for transfer of technology.

            He said that “ATMA” is taking all steps to bring the innovation activities & success stories in the Agriculture & allied sectors to the farming community by using the Electronic & Print Media.

Dr.V.Sundara Naidu,      Member, Board of Management,  ANGRAU :

            The Research findings from Lab to land may be taken up in a effective way. Awareness programmes may be conducted to the farmers to know their soil fertility and availability of nutrients and Soil Health Management. The farmers may be encouraged to take up agriculture relative activities like Poultry, Dairies for getting additional and assured income.

Dr.B.Chenchu Reddy,      Associate Director of Research, RARS, Tirupati :

            He felt that, the scientific findings are not reaching to the farmers properly. The new varieties and the new Technologies developed by the Agriculture Universities are not being popularized. In this connection, he requests the media people to give their co-operation for transfer of technology from Lab to Land. He said that 69% of the population is depending on Agriculture & allied activities so the media has to give special status to the Agriculture and allied activities and to give more coverage to this sector.

            He also said that, the Agriculture programmes covered in Doordarshan are not qualitative as they are being produced by the non-technical persons.

            The programmes coming in ETV & Theja / Gemini TV are good and university is giving their messages from time to time through them.

Dr.D.Venkateswarlu,    Joint Director of Animal Husbandry, Chittoor :

            He said that, when the Anthrax out break, the TV & Print media played are important role and created awareness to the farmers to take preventive steps. He also feels that, whenever a correspondent receives a message, he should consult the local officers for confirmation of the message before publishing in the newspaper in order to avoid mispropagation.

Sri.D.Lakshmi Rajyam,     Joint Director of Agriculture, Chittoor :

            He said that, Farmers are still adopting old technologies and it is necessary to educate the farmers to take up the crops as per the market demand and soil condition. The farmers have to change their cropping pattern and adopt new technologies. He also feels that positive journalism will always helps to give correct information.

Sri.R.Prabhakar,     Regional Joint Director of Sericulture :

            He explained that, Sericulture in India stands 2nd in the world in the production and in Rayalaseema Region, Ananthapur stands first. He advised to farmers to take up new high yielding varieties instead of traditional varieties for getting higher production. – Model village concept where the new varieties like “Bi-voltine” are taken up may be popularized through Media.

Sri.Balaji,      Krishi Vignana Kendra, Karakambadi, Chittoor Dist. :

            He said that the ATMA can utilize the services of NGO for transfer of technology and for popularization of innovation activities. Training programmes for motivation of farmers can also be implemented through NGOs.

Sri.C.Harihara Reddy,      Governing Body Member, ATMA :

            More subsidies may be given to the farmers like transport subsidy, for getting higher production and remunerative prices. He also said that the Government & ATMA may encourage alternative farming instead of alternative crops.

Sri.Venkat Rao,     Governing Body Member, ATMA:

            He said that before raising any new crop, one should study the market. He requests the ATMA to give support to the farmers for selling their produce. 

Sri.Subramanyam Naidu, FAC Chairman, Palamaner :

            He said that, Government is charging more rate of interest on loans from the farmers than the industries. This has to be streamlined. Storage facilities and market information may be provided for getting remuneration prices to the farmers.

Sri.K.Narayana Reddy, Management Committee Member, ATMA :

            He praised the role of ATMA Project Director, in co-ordinations with all line departments and there by doing good service to the farming community. This type of system very essential and should be continued even after expiry of the project period.

Sri.V.Ramesh,     Zonal Chairman, NECC, Chittoor :

            AP is producing 50% of the eggs produced in India. Poultry industries in utilizing 70 lakh tones of Maize produced in India. There is lot of demand for Maize Jowar & Bajra for Poultry industry for feed. He request the media to give more publicity to the farmers for taking of above crops as there is assured market to them.

Dr.P.Devasena Naidu,    Professor of Economics, S.V.University :

            He said that, this a wonderful experience to all the Media people, farmers & officials for sharing their ideas and come to a conclusion. ATMA conducted this workshop at a right time. He also said that necessary steps may be taken to strengthen and activate the “Rythu Clubs”.

Smt. S.Leena Reddy,     ATMA Management Committee Member :

            She said that, the women farmer may be trained properly and give importance for them in the Rythu Clubs. The department officials should conduct awareness programmes to the farmwomen on innovative technologies in the Agriculture and allied activities.

Dr.N.S.Ingale,    Joint Director(Farm Information), Ministry of Agriculture, GOI, New Delhi :

            He has conducted a slide show on Social Marketing, Action Plan 2003 and explained in detail about the different aspects in the project. He also explained the new extension system proposed by the Directorate of Extension, Ministry of Agriculture, Government of India, New Delhi. Finally he proposed vote of thanks to all participants and conveyed special thanks to the Project Director, ATMA for taken special interest in arrange this workshop very successfully.
